Solving the 2024 Software Engineer Shortage: How to Fill the Tech Talent Gap?

IT Skills Shortage: Bridging the Gap with No-Code Development

The global tech sector is in crisis mode.

We're talking a staggering 85.2 million IT worker deficit projected by 2030.

Yes, the hunt for skilled developers has become more challenging than ever.

As businesses scramble to keep pace with the growing demand for digital solutions, AI, machine learning, and more, hiring managers are facing an unprecedented developer shortage crisis.

But fear not, we believe there's a solution on the horizon.

In this article, we will explore the current state of developer shortage, the causes of stagnation and how no-code development platforms like LoftOS can speed up digital transformation.

How Bad Is The Global Shortage of Software Developers?

The global tech industry is grappling with an unprecedented shortage of developers.

As businesses increasingly rely on digital solutions, the demand for skilled IT professionals has skyrocketed.

However, the supply of talent hasn't kept pace, leaving companies facing a talent shortage that threatens their growth and innovation.

Let's dive into the statistics that reveal the severity of this gap in the tech industry.

Overview of the Top Tech Talent Shortage Statistics

Across the globe, countries are feeling the impact of the IT skills shortage.

In Sweden, experts anticipate a shortfall of 18,000 professionals annually between 2024-2028, primarily in the tech sector.

Meanwhile, Germany lacks 149,000 IT specialists, according to a 2023 report by Bitkom.

Australia is also struggling, needing over 150,000 new developers by 2025 to keep up the pace with the rapid transformation of businesses and economic growth.

Developer Shortage Remains the Top Challenge for the Past 3 Years in a Row

The IT skills shortage has been a persistent challenge for the past three years.

A recent Gartner survey found that only 29% of IT workers have high intent to stay with their current employer. This high attrition rate, combined with fierce competition for qualified candidates, has left companies scrambling to fill critical tech jobs.

As the gap in the tech industry widens, businesses are realizing that traditional hiring strategies won't suffice.

What Are the Reasons Why IT Skills Shortage Continues in the Tech Industry?

The tech industry is facing a technical talent shortage that shows no signs of slowing down.

While retention issues like burnout and salaries play a role, there are three main reasons why the shortage of qualified software developers persists.

1. Rapid Tech Evolution

The rapid pace of technological advancement is a major contributor to the shortage of software developers.

As new technologies like artificial intelligence, machine learning, and blockchain emerge, the demand for professionals with these tech skills skyrockets.

However, the number of jobs requiring expertise in these areas grows faster than the supply of skilled talent.

Tech companies report a staggering 65% skills gap, compared to just 28% in non-tech industries. On top of that, 59% of hiring managers anticipate that AI and automation will significantly shift the skills they need in their employees.

2. Educational Gaps

Despite the growing demand for software development skills, there is a lack of tech education and accreditation programs to train the next generation of developers.

For example, In Germany, an average of 33,932 IT job openings requiring a university degree went unfilled last year, a 76.6% increase from the previous year reports a study by Kompetenzzentrum Fachkräftesicherung (KOFA).

For skilled IT workers with vocational degrees, open positions jumped 77.3% to 2,213.

There are still too few young people and, above all, too few women, studying computer science. And the drop-out rate is consistently over 50 percent, which is far too high.

3. High Demand

The digital transformation of both tech giants and companies across all sectors has intensified the competition for highly skilled software developers.

As more businesses adopt digital solutions, the need to hire developers with diverse tech skills has become paramount.

On top of that, the shift to remote work has widened the talent pool but also increased competition among tech companies vying for the same limited pool of qualified software developers.

How Does the Developer Shortage Affects Businesses?

The specialized talent gap of software developers affects businesses in various ways.

The shortage of skilled tech employees is not only halting innovation but also hindering the growth of companies in the software industry.

As businesses struggle to attract talent, they face numerous challenges that can have far-reaching consequences.

Labor Shortages Costs Companies a Lot of Money - €73,000 to be Exact

Yes, you heard it right.

According to a 2022 'cost of vacancy' analysis by StepStone group, an unfilled job role can set your company back by a whopping €29,000 euros on average.

And brace yourself for this one - for companies with over 250 employees, this figure shoots up to more than €73,000 euros! Now, isn't that something to think about?

According to a Korn Ferry report, by 2030, more than 85 million jobs could go unfilled due to the lack of skilled professionals, resulting in an $8.5 trillion talent shortage

Yet, there's more to the story. — The demand for IT talent is exploding even faster.

Countries like Germany are racing to digitize operations and business models, specially among SMEs with tech adoption and digitalization is projected for more growth, at CAGR of 4.12% between 2022 and 2027.

As a result, demand for developers, and other IT experts, is skyrocketing.

And companies simply doesn't have the talent pipeline to keep up.

Slower Project Development Times

The hiring process for top software developers has become increasingly lengthy and complex.

A study by iCIMS, a cloud-based human resources and recruiting software company, reveals that on average, it takes 66 days to find the right person to fill a tech role. This delay in hiring can significantly slow down software projects, causing missed deadlines and lost opportunities.

Increased Workloads

As companies struggle to fill open positions, existing tech employees often face increased workloads leading to developer burnout, decreased performanace at work and a vicious cycle of attrition, further exacerbating the talent shortage.

The 5 Biggest Challenges Facing University Entrepreneurship Programs (And How to Solve Them)

Running a university entrepreneurship program is a demanding task. Your inbox is flooded with student inquiries. Mentor matching feels like a game of chance. And don't even mention tracking all those grant applications. Sound familiar? You're not alone. As startups continue to rise across Europe, program managers are facing unprecedented challenges in scaling their support systems. The gap between traditional program management and modern student needs is widening. And without the right tools, bridging this gap can feel impossible. Let's explore the five major hurdles holding back university entrepreneurship programs – and more importantly, how forward-thinking universities can solve them. The Evolution of University Startup Programs The landscape of university entrepreneurship has transformed dramatically. Gone are the days when a simple business plan competition and occasional workshop could suffice. Today's students expect seamless digital experiences, instant connections, and on-demand support. According to Redstone University Startup Index, European universities have the potential to create over 157,000 additional startups over the next 10 years . This surge brings both opportunities and challenges for program managers trying to keep pace with growing demands. Why Traditional Startup Program Management No Longer Works? Traditional approaches to managing student entrepreneurship programs are cracking under pressure. The old model of spreadsheets, email chains, and manual matching simply can't scale to meet modern demands. Consider this: Program managers can spend an average of 15 hours per week on administrative tasks alone. That's valuable time that could be spent mentoring startups, building partnerships, or developing new initiatives. The Cost of Staying Static When programs rely on outdated management methods: Student founders report feeling disconnected from available resources While 76% of people value mentorship, only 37% successfully connect with mentors  Program managers waste up to 30% of their work hours on tasks that could be automated Challenge #1: Inefficient Communication Slows Everything Down Let's talk about your typical Monday morning. You're answering emails about the upcoming pitch competition. Simultaneously posting updates about a new grant opportunity on three different platforms. And trying to remember if you told the mentoring group about the schedule change. Let's be honest: You're spending far too much time trying to keep everyone informed about your university entrepreneurship initiatives. Sound exhausting? That's because it is. Here's the thing about running a university entrepreneurship program: Communication shouldn't be your biggest time drain. Yet, program managers, on average, spend up to 40% of their week just trying to keep everyone informed.   That's two full days of your week spent not on developing strategies, mentoring founders, or building valuable partnerships. The result? Critical updates get lost in the noise, and promising student startups miss opportunities simply because they didn't know they existed. Why This Happens Your students live on their phones. Your industry partners prefer email. Your mentors want calendar invites. And your university requires everything to be documented on their internal system. The result? You're stuck playing digital courier between platforms. It gets worse when you consider: Important announcements getting lost in email threads Students missing opportunities because they didn't see updates in time Mentors dropping out because scheduling became too complicated Grant deadlines passing by without proper communication A Better Way Forward Forward-thinking universities, like RWTH Aachen & Zeppelin University, already saw how platforms like LoftOS can centralize all their communication in one digital hub, where they can finally break free from the endless cycle of emails and missed connections.  Centralized Communication Hub: One platform where all updates, announcements, and interactions happen seamlessly Smart Notification System: Automated event reminders, grant deadlines, and program updates that reach the right people at the right time Customizable Information Flow: Create dedicated spaces for different groups - mentors, students, partners - each with their own communication channels Document Management: Store and share resources, guides, and templates in one accessible location Event Management: Schedule, promote, and manage all entrepreneurship activities through a single calendar That’s just the tip of the iceberg. We’ll tell you more about them below.  Challenge #2: Your Co-founder Matching Process Isn't Working Picture this: A brilliant engineering student has developed an innovative solution for sustainable energy. But there's a catch – she needs a business-savvy co-founder to turn this innovation into a viable student startup. Your current solution? A spreadsheet and hope. The Manual Matching Nightmare Here's what typically happens in university entrepreneurship programs: You maintain endless spreadsheets of potential founders Host sporadic networking events, instead of organizing matchmaking the right way   Spend hours manually reviewing profiles to suggest matches Watch promising projects fizzle out because founders couldn't find the right partner It's like trying to solve a 1000-piece puzzle while blindfolded. Why Traditional Matching Falls Short The truth? Manual matching isn't just inefficient – it's holding back your program's potential. Your engineering genius might never meet that business student who could transform her innovation into a successful venture. All because your matching system relies on chance rather than precision. LoftOS's intelligent matching algorithm, for instance, considers not just skills and interests, but can be customized to your liking, set your own matching criteria and even handpick your matches – ensuring connections that actually make sense. Transform Matching from Chance to Choice First, let’s talk about Zeppelin University. They used LoftOS, to create BodenseeLinked, a vibrant online community platform that brings startups, investors, students, research institutions, and universities in the Lake Constance region. On top of that, the platform exclusively facilitates co-founder matching to help founders build an all-start team with like-minded individuals and launch a successful venture together.  With LoftOS's matching capabilities, they: Create Custom Matching Criteria: Define exactly what makes a perfect co-founder match - from technical skills to business experience Enable Smart Filtering: Let founders search for partners based on specific criteria like industry focus, skill sets, or availability Facilitate Initial Connections: Provide a secure space for potential co-founders to chat and explore collaboration Plus, LoftOS’s built-in analytics help you understand which matches work best, continuously improving your success rate. Ready for Challenge #3? It's about something that's probably eating up most of your time right now… Challenge #3: Drowning in Manual Spin-off Support Your university entrepreneurship handbook covers everything from IP transfers to funding applications. The problem? You're the one who has to walk every student through it. Manually. Every. Single. Time. Between explaining grant requirements (again), reviewing business plans (for the tenth time today), and scheduling yet another IP consultation, your calendar looks like a game of Tetris. Here's the reality: Supporting student startups shouldn't mean sacrificing your entire day to repetitive tasks. Modern programs are automating these processes through digital platforms. With a dedicated university entrepreneurship platform, universities can create self-service resources, automated application workflows, and guided program paths – freeing up time to focus on what matters: actual mentoring. Challenge #4: Your Great Program is Hidden in Plain Sight You've built an incredible university entrepreneurship program. But here's the frustrating part – half your students don't even know it exists. Your latest pitch competition?  Buried somewhere on the university website. That amazing mentor network you've built? Hidden behind obscure email lists. The new funding opportunity? Lost in the void of campus bulletin boards. The Visibility Paradox The numbers tell a painful story: 60% of students don’t know about available university resources  Industry partners struggle to find ways to connect with your student startups Potential mentors can't figure out how to get involved Your success stories remain untold It's not just about missing opportunities. It's about talent and resources sitting idle because they can't find each other. Making Your Program Unmissable Remember we mentioned RWTH Aachen University before?  Well, they’ve taken university entrepreneurship to the next level with collæb– a digital ecosystem that's become the beating heart of Aachen's startup scene. Instead of scattered resources, their entire entrepreneurial community (280+ startups and counting) now has one central hub.  Students instantly see coaching opportunities, funding updates, and co-working spaces. Partners and investors can easily plug into the ecosystem and more, all dedicated to inspire the next wave of student startups. Building Your Digital Showcase Imagine building this same dynamic platform where your entire entrepreneurial ecosystem can connect, engage, and thrive – all in one visible, accessible place. With LoftOS, you can: Create Dynamic Landing Pages: Showcase your program's offerings, success stories, and upcoming opportunities Enable Social Proof: Display testimonials, startup successes, and mentor profiles Facilitate Easy Navigation: Organize databases by category, user type, or program stage, etc… Challenge #5: Your Network is Getting Too Big to Handle Your university entrepreneurship network has grown. That's great news. The not-so-great news? Managing hundreds (or thousands) of connections with basic tools is becoming impossible. Think about your current situation. Alumni are eager to mentor new student startups. Industry partners keep reaching out about collaboration opportunities. Your students want to connect with each other. And investors are actively searching for promising projects. Yet you're trying to manage all this with outdated contact lists spread across multiple platforms. There's no way to track interactions, measure engagement, or even keep profiles current. The Network Effect (Gone Wrong) It's a classic case of success creating new challenges. As your network expands, maintaining meaningful connections becomes exponentially harder.  You spend more time managing spreadsheets than facilitating valuable interactions. Meanwhile, potential collaborations slip through the cracks. This is where a dedicated platform becomes not just useful, but esse ntial with: Members finding and connecting with each other directly Engagement that happens naturally Analytics that show you what's working Your role shifting from constant moderator to strategic facilitator Ready to tackle these challenges head-on? Ready to tackle these challenges head-on? Your Next Move: Less Admin, More Impact Let's be real. University entrepreneurship is not about spending your days updating spreadsheets and chasing email threads. You're here to launch the next generation of innovators. Our University Entrepreneurship Platform template takes care of the grunt work, so you can focus o n what matters: Turn researchers into founders in half the time Match co-founders based on real compatibility, not chance Automate those mind-numbing administrative tasks Connect your entire ecosystem in one dynamic hub Transform your program from scattered spreadsheets to a streamlined startup springboard 10x faster. Because your next unicorn founder shouldn't have to wait in your inbox.

With 99% of their services already online, Estonia has kept bureaucracy at a minimum, setting a prime example of how online portals can revolutionize citizen-government interactions.  This increased accessibility reduces wait times and eliminates the need for in-person visits to government offices. 2. Internal Administration Platforms Internal administration platforms are the unsung heroes of government technology.  These tools centralize data management and sharing, foster collaboration across departments, and provide valuable insights for social planning and population development. A prime example of this is the Netherlands' Rijkscloud.  This secure cloud-based platform, built upon the foundation of ODC-Noord, the country's northernmost government data center, empowers agencies to store and share data seamlessly.   The Rijkscloud allows the public to securely exchange confidential information and documents with the Dutch public sector. ODC-Noord also offers a suite of services including Housing-as-a-Service, Platform-as-a-Service, and Infrastructure-as-a-Service, making it easier and more efficient for government teams to access and analyze large amounts of data. 3. Digital Citizen Engagement Platforms Digital citizen engagement platforms are transforming the way governments interact with their constituents. These tools provide a direct line of communication between agencies and the people they serve, fostering transparency, trust, and collaboration. When taking advantage of these platforms, governments can easily share important information, announce initiatives, and gather feedback from citizens. This two-way communication ensures that decisions and operations align with the needs and preferences of the community. Platforms like Decidim take citizen engagement to the next level by enabling participatory decision-making and consultation processes.  Through these tools, governments can involve citizens in the policy-making process, ensuring that their voices are heard, and their ideas are considered. 4. Environmental and Urban Technology Platforms Environmental and urban technology platforms are transforming how cities operate and manage resources. These platforms leverage IoT sensors, data analytics, and AI to monitor and optimize various aspects of urban life. Take smart city platforms, for instance. They keep a watchful eye on infrastructure, traffic flow, energy use, and waste management, giving city officials the data-driven insights they need to make informed decisions and allocate resources expertly. A good example we can’t go without mentioning is vialytics.  Their technology revolutionizes road and cycle path management for municipalities and public administrations. Leveraging AI, it automates road condition assessment, identifies damage in 15 categories, and facilitates digital route control via a simple smartphone app. 5. Health and Social GovTech Solutions The world of digital health is taking off like a rocket!  This trend is booming, especially after the push for digitalization during the COVID-19 pandemic. Digital health management solutions are streamlining how citizens access and manage their health information, making it easier than ever to stay on top of their well-being. Social service support is also benefiting from GovTech innovations.  Platforms like CompetenSYS, a Dutch solution designed for the social security sector, is enhancing how municipalities, social work, and employment companies assist their clients. By using diagnostics, value assessment, and matching services, CompetenSYS aligns closely with government initiatives aimed at improving labor market integration and social welfare systems. 6. Data Security Solutions for Governments Cybersecurity has become a top priority for governments in the EU. With the rise of cyber threats and the need to protect sensitive information, data loss prevention is crucial. Data security is paramount for governments as they handle a vast amount of sensitive information, including citizen data, critical infrastructure details and even national security secrets. That means robust security measures are essential to strengthen trust in the digital economy and safeguard citizens' privacy. This is one of the key public sector trends 2024 that governments need to address. The European Union Agency for Cybersecurity (ENISA) plays a vital role in establishing a high common level of cybersecurity across Europe. By sharing knowledge, building capacity, and raising awareness, ENISA helps prepare Europe for the digital challenges of tomorrow. 7. Blockchain in Governance Blockchain is more than just a buzzword. It's a game-changer for government services.  This revolutionary technology, known for its secure and transparent nature, has the potential to transform various aspects of government operations.   Think financial transactions and foreign aid delivery to central banking and hack-proof record-keeping, blockchain in government could be opening up a world of possibilities. But the applications of blockchain in government are plenty.  Notable examples can include land registry, where it can provide proof of ownership and facilitate transfers, voting systems that ensure the integrity of elections, and identity management, where it can expedite legal contract creation and execution by removing the need for intermediaries.  In fact, Denmark's Ministry of Foreign Affairs has already partnered with virtual currency platform Coinify to explore the use of blockchain in foreign aid delivery, aiming to improve the distribution of assistance to impoverished regions.  As more governments recognize the potential of blockchain, we can expect to see a wave of innovation in the public sector. 8. Artificial Intelligence and Machine Learning AI and ML are also a big GovTech trend for governments, enabling data-driven decisions and personalized citizen services. From predictive analytics and chatbots to fraud detection and automated document processing, these technologies are set to transform the public sector. Healthcare is a prime example, where these technologies can help prevent disease spread by identifying potential outbreaks early. However, implementing AI and ML in government isn't without its challenges. Data privacy concerns, algorithmic biases, and the need for human oversight are all critical considerations when developing new government technologies. Finland's Social Insurance Institution (Kela) showcases the potential of AI with their multilingual chatbots, Kela-Kelpo and FPA-Folke, which help with citizen inquiries and provide smooth service delivery in Finnish, Swedish and also English. As governments embrace these technologies, we can expect a new era of efficient, personalized public services. This is one of the key public sector technology trends shaping the future of governance. 9. The Transition from DevOps to DevEx In the world of software development, a new paradigm is emerging – DevEx, or Developer Experience. This trend shifts the focus from solely improving operational efficiency (DevOps) to enhancing the overall experience of developers working on projects. When it comes to government technology, DevEx can help government agencies reducing inefficiencies, streamlining bureaucratic processes, and offering continuous learning opportunities.  Italy's Developers Italia initiative is a prime example of a government fo cusing on DevEx to bolster its digital government transformation efforts. However, the transition to DevEx isn't without challenges. Government agencies often face slower development cycles due to complex regulations and legacy systems.  By embracing the concept of citizen developers – empowering non-IT professionals to create applications using low-code or no-code platforms – agencies can bridge the IT skills gap and accelerate innovation.  This is one of the public sector trends 2024 that's set to reshape how governments develop and implement technology solutions. 10. Economic Development Software (One Platform Approach) The use of comprehensive economic development software takes a one-platform approach. This innovative solution aims to fast track and integrate various aspects of economic development, making it easier for governments to attract investments, support local businesses, and foster regional growth all under one roof. By bringing together key players such as businesses, universities, and NGOs on a single, user-friendly platform, governments can break down silos and unlock the full potential of their regions. This approach is also a great example of how future government technology is set to reshape economic development strategies. Take Matchmaker Ruhr for example, powered by LoftOS, has created the first digital and international matchmaking platform for companies in the Ruhr area, connecting businesses and fostering collaboration. And then there's innomatch, a shining example of how LoftOS is revolutionizing Lower Saxony's startup scene. By leveraging our software solution, they've created a centralized regional platform for innovation – an all-in-one, vibrant startup network that's driving economic growth and putting Lower Saxony on the map.
